1. Fixed property loading issue where after a reboot and camera is plugged in, properties were not properly
   initialized.
2. couldn't read SOFTWARE portion of the registry, so I am now saving preferences in HKLM\SYSTEM\CCS\SERVICES
   so that preferences can be successfully read on bootup. The previous registry structure in \SOFTWARE\ is
   not created at the time the driver loads and calls to initialize device properties.
3. Commented out a few unnecessary calls to vcprop_InitDeviceProperties in order to eliminate redundancy; 
4. Added vcprop_GetResolutionFromRegistry
5. Now saving device property information in vcsrb_ChangePowerState();

V3.00 (bug fix)
